Dear Dr Aggrawal,
I did,
in fact, go to the website and read the paper submitted by Dr. Sharma on a case study of Homicidal Hanging.
If you wish to produce an English language journal with credibility,
then you must have editorial control over what is "published". This is
just as true over the Internet as it is with hard paper. The most
important issue is content and someone, whether it be yourself or an
editorial board, must decide what will be acceptable criterion, and what
will be accepted for publication. If the Journal gets a reputation as a
fringe outlet for poorly researched material, you will never achieve
your goal of producing something worthwhile and will likely become a
vehicle for publishing articles that have been rejected by all the other
houses. It simply will not be something that professional people will
accept.
Another important issue is the achievement of a high level of English
grammar -- correct use of the parts of speech, spelling, punctuation and
so on. Nothing will turn off an intelligent reader faster than poor
sentence structure, lack of clarity, or the inability of the author to
get to the point -- rambling sentences, irrelevant side issues,
ambiguity, etc.
An advantage of InterNet publishing is that you have very few space
limitations. The disadvantage is that some contributors may have
difficulty making their point in a short paper. If an idea takes too
long to express, it is unlikely going reach its intended audience.
My comments are forwarded as objective criticism only. The idea of a
website for publishing articles of importance to a small, but world-wide
interest group has high merit and you are afforded full marks for the
effort. The result of your effort will be based upon the quality of the
product and the acceptability by its intended audience. At this point,
that includes me. All the best in this worthwhile endeavor.

There are a number of issue regarding electronic juornals in general, particularly in relation to security which need careful assessment. Perhaps this is an
area where the board of editors can come up with some rules as to what should be published in such a format e.g. graphic photographs etc.
