Terrorists kill, Parliaments make laws, and we make autopsies, and this is the professional link between us and both of them. As responsible citizens, we cannot be neutral in the fight between law and order and terrorism. It is a general principle that the greatest security is always associated with the minimum of freedom, and this is a consequence of terrorism that affect entire populations.
It should be made a distinction between an internal terrorism and an international one. Examples of the first case are given by the Red Brigades in my country and by the Baader- Meinhof band in Germany. In the international field, terrorism can be used as a form of war that cannot be declared, as in the Middle East, or for ideological reasons, as in the case of the attack of September 11th, 2001 to USA.
Terrorism however has a long history, and some States were born by liberation wars, in which terrorism had a great part.
These examples show how different can be the origin, and obviously the end, of terroristic actions in a given place and at a given time. On the other hand, Governments must defend itself and their populations, and do that throughout military reactions approved by the Parliament. The problem is that other Governments, with the approval of their Parliaments, could give rise to terrorism.
Therefore, an international legislation on terrorism can be understood only if all Parliaments agree on the moral duty of ensuring peace and well being to their populations with respect of the rights of other populations. Unfortunately, at present this is not the case.

The author is a well-known expert on international legislation on terrorism and its consequences. In his opinion, an international legal order is advisable to fight terrorism and ensure justice and peace to peoples. This is an enormous task, and someone could think that justice and peace should precede the fight against terrorism.
Legal international efforts are described by Dr van Krieken in a quite readable manner: so numerous, however, are acts, conventions, dispositions, councils and so on, that one can reasonably doubt of their efficacy. The Author pays also attention to the consequences of terrorism, that is to problems of refugees and migrants, and to the reductions of human rights in favour of security.
Of course, no medico-legal problems are afforded in this book. If one of us would read it for information, instruction, or education, he must remember, and this is really a pity, that print characters are too small, at least for me.
